No, not for office...

I do agree, this is not for office use, more for a Sunday walk. And I would personally not wear jeans and tie together.
But if the zipped vest was exchanged for a vee-neck jumper or slip-over, it would probably be fine to use it in a casual dress-code office. Slightly eccentric though...
